WHOIS can be used to look up the registrant of a domain name or who ip space is allocated to.
To look up the owner of a domain, select "Domain Registration: whois.internic.net" then enter the domain name in the entry field, such as "cnn.com" or "iaxs.net".
You may also look up specific people that are associated with a domain by their name or handle, such as "IAXS Hostmaster Role" / "IHR-ORG"
Another tool is to look up who IP address space is allocated to. To do this, select "Numbers Allocation: whois.arin.net" then enter the known octets of the ip address, such as "209.134.128.1" or just "209.134.128".
As with domain handles, you may look up individuals that are associated with a network.
You may also enter "HELP" for more information on what you can query from the WHOIS server.
